An emergency and an exclusion

The introductory report describes emergency prison leave during the spread of coronavirus. The collective statement objects to excluding people accused of national-security offences, particularly those with sentences exceeding five years. It argues that a vaguely defined charge should not determine whose life receives protection during an emergency. Source 1

The appeal names Baktash Abtin, Keyvan Bajan and Reza Khandan Mahabadi in discussing summonses to prison while other prisoners were receiving leave. It asks for leave for writers, journalists, trade-union and civil activists, and for summonses, interrogations and comparable proceedings to stop during the crisis. Its demands are dated to March 2020, rather than offered as present-day medical guidance. Source 1

The statement and the signatory

The retained list names Rabihavi at number 260. HRANA’s introductory account and the collective statement are distinct parts of the republication. His name establishes a listed endorsement of the appeal; it does not identify him as its author, organiser or a member of a particular issuing body. Source 1
